Occupation List or Arranged Employment Pre-requisites: November 28, 2008
The November 28, 2008 rule changes are applicable to any application filed after February 26, 2008. An Occupation List
now governs who may apply as a Federal Skilled Worker who does not have an approved Canadian job offer. But, some applicants may be able to obtain a job offer, inwhich case, they can apply also and the procedures can be found at http://www.cic.gc.ca/english/immigrate/skilled/apply-who-employment.asp

Currently, there is a Pass Mark of 67 points, based on a selection grid that awards points for the following factors: Education, Language Abilities in English and/or French, Work Experience, Age, Arranged Employment and Adaptability.
Pass Mark is a Guideline
However, you should know that the Pass Mark is a Guideline for the Visa Officer. Under our Immigration Law, a Visa Officer can exercise his or her discretion, either to approve an applicant who scores less than the pass mark (positive discretion) or to refuse an applicant who scores the pass mark points or higher (negative discretion).
